Supervisory Facility Operations Specialist

The Supervisory Facility Operations Specialist is responsible for providing facility management and leadership for Apostle Islands National Lakeshore, a park with widely diversified infrastructure and operational complexity in a marine environment. This position serves as a member of the park management team and manages a multi-faceted program through the management of subordinate employees. The major duties of the position include, but are not limited to the following:
Serves as the facility management expert and member of park management team to develop and implement management strategies. Communicates and collaborates with employees, park staff, partner organizations, stakeholders, tribes, and other agencies such as NPS Public Health, EPA, GSA, Local and State governments, NPS Interior Regions 3, 4, & 5, Washington NPS offices, and the Denver Service Center. Coordinates project scope, goals and objectives; facilitates planning and design processes; develops spending plan and budget protocols; manages construction process to ensure all project documentation is complete and archived. Develops annual and long-range plans, programs, and procedures. Identifies and implements optimum methods of maintaining, preserving, and operating facilities. Manages an inventory and condition assessment program for park assets, fleet, and equipment. Responds to maintenance emergencies and unforeseen circumstances. Manages the Facility Management Software Systems for cost effective management of assets. Directs the full range of operational maintenance of utilities (water, wastewater, photovoltaics, etc.), both historic and non-historic assets, trails, grounds, cultural landscapes, fleet (boats & vehicles), marine mechanics, custodial services, etc. Responsible for the full range of supervisory duties for the facility management program; recruit and recommend selection of employees; identify training and developmental needs of direct reports; manage the NPS employee performance system; and creates a culture of teamwork with emphasis on good communication. Responsible for implementing environmental management systems to comply with federal and state regulations. Ensures work on cultural and natural resources adheres to Historic Preservation Act and NEPA regulations. Prepares compliance requests for projects and operational activities and responsible for complying with the Wilderness Act and all applicable Departmental and NPS policy and other guidance for that portion of the park designated as wilderness. Responsible for the development and management of the facility maintenance budget, and develops annual and multi-year programs utilizing the Project Management Information Systems (PMIS) to seek supplemental funding for cyclic, repair/rehab, FLREA, line item construction, housing initiative, Federal Highways, etc. All qualifications must be met by the closing date of this announcement-10/23/2020-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either full-time (or 40 hours a week) or part-time with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. 2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. 3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
